Welcome to the website of the Copyright Tribunal.

Copyright protects creativity. The efforts of writers, artists, designers, software developers and other talent should be protected to create an environment where creativity can flourish and hard work be rewarded. Meanwhile, this environment should also enable the public to enjoy and benefit from others' creations in a lawful manner. It has long been the goal of the copyright law to maintain a balance between the interests of copyright owners and those of the public.

The Copyright Tribunal is a quasi-judicial body established under the Copyright Ordinance to provide a forum for resolving disputes in relation to the use of copyright materials. Our goal is to serve the copyright community of creators and users as well as the general public. The Tribunal therefore strives to reach reasonable decisions through maintaining an impartial adjudicating role. In order to ensure a balance of interests, the members of the Tribunal are drawn from different sectors of the community, with various fields of expertise and experience. Their commitment to public service would render the best judgement and advice to the functioning of the Tribunal.
